Col. Margaret A. Sullivan is the Deputy Director for Strategy and Analysis in the Office of the Assistant Secretary of Defense for Space Policy at the Pentagon, Washington, D.C. The Assistant Secretary’s office is responsible for the overall supervision of Department of Defense policy for space warfighting as well as interagency coordination and international engagement on space policy and strategy.

Col. Sullivan received her commission in 2003 from the United States Air Force Reserve Officer Training Corps program and transferred to the Space Force in June 2021. She is a career aerospace engineer with acquisition, operations, technical leadership, and staff experience across defense and national security space mission areas, including Materiel Leader of the Global Positioning System Block III satellite program.

Col. Sullivan is an Experimental Flight Test Engineer with experience in 13 types of helicopters and fixed-wing aircraft. She is a graduate of the French Test Pilot School and the U.S. Defense Legislative Fellowship; she is fully certified in Defense Acquisition Program Management, Engineering and Technical Management, and Test and Evaluation; and she has published research on fault tolerance in reprogrammable computers for space applications.
